Vancouver, BC – Dr. Alan Winter, President and CEO of Genome British Columbia is pleased to announce the appointment of Mr. Joseph Garcia and Mr. Jock Finlayson to its Board of Directors.
Joseph Garcia is a Partner at Blake, Cassels and Graydon LLP where he practises in the securities and commercial areas in the Vancouver office. Mr. Garcia’s practice includes all types of merger and acquisition and corporate finance transactions including public and private equity financings, take-over and issuer bids, share and asset acquisitions and divestitures, independent counsel to investment dealers and boards of directors, and all regulatory and stock exchange compliance work.
Mr. Garcia’s clients are primarily in the life sciences and technology sectors, and he has extensive knowledge of these industries and the contractual arrangements and key participants in each of them. He has acted for issuers, underwriters and venture capitalists in respect of many transactions throughout the world.
Prior to his career in law, Mr. Garcia worked in corporate finance with a national investment bank and in clinical research with a multi-national pharmaceutical company.
Mr. Garcia is a member of the board of directors of LifeSciences BC. He has been recognized as a leading Canadian lawyer in The Canadian Legal Expert Directory, The Best Lawyers in Canada and The Lexpert/American Lawyer Guide to the Leading 500 Lawyers in Canada.
Jock Finlayson is Executive Vice President and Chief Policy Officer at the Business Council of British Columbia where he directs the Council’s work on economic, fiscal, tax, environmental, regulatory and human capital issues of interest to the province’s business community. Mr. Finlayson previously served as Vice President of Research at Canadian Council of Chief Executives.
Mr. Finlayson holds a master’s degree in business from Yale University, undergraduate and M.A. degrees from UBC, and a post-graduate diploma in economics from the University of London. He is the author/co-author of two books and more than 40 published articles and book chapters, mainly dealing with international trade and public policy.
From 2007 to 2013, Mr. Finlayson was a member of the Board of Directors of the Bank of Canada, where he chaired the Board’s Corporate Governance Committee as well as the Fellowship Nominations Committee. He is currently a member of the National Statistics Council and sits on the Board of the Institute for Research on Public Policy.
Mr. Finlayson is past president of both the Association of Professional Economists of BC and the Ottawa Economics Association.
